Man With MKUltra Sign in Foley Square Cites Dormant SDNY Case, Damages of $30 Million
by Matthew Russell Lee, Patreon Book Substack
SDNY COURTHOUSE, September 2 – There has been a man standing in Foley Square in lower Manhattan, with a sign about the SDNY court, MKUltra (the CIA’s program of testing drugs on prisoners and others without their consent) and the Second Circuit Court of Appeals.
On August 22, Inner City Press stopped and asking him what it is all about.
The path has led to a nearly dead case in the SDNY, which begin in 2019 with a pro se complaint about a CIA-FBI-NYPD Unit with the help of landlord Zijo Dragalic, and the alleged breaking down of apartment door of the plaintiff, Wilfredo Torres.
He filed a case, 16-cv-2362. There followed a raid by landlord Elijah Smalls and time in Bellevue. He sued for $30 million.
On Friday, September 1 he was gone…
The case is Torres v. City of New York, et al., 19-cv-6332 (Ramos)
